It's the 4th item in the help menu. If you're using a noticably olderversion of BullCharts then it may have a slightly different name.

If you still don't see it at all, you may have customised your menus.If so, you can restore the defaults by going toTools/Preferences/General and unticking "remember toolbar layout". Thenrestart BullCharts.

In one of Pete's Tips, he refers to the file "Getting started with Bullscripts". I cannot see it anywhere

I can see "Getting started with BullScan" and also "..BullCharts".
